Oregon requires a psychological evaluation for law enforcement officers hired on or after July 1, 2023 and for telecommunicators hired on or after January 1, 2024 (OAR 259-008-0010 and 259-008-0011). OFRE’s evaluation is structured to meet that requirement and is organized around the California POST psychological screening dimensions, the most widely used framework for public safety suitability.
Each evaluation integrates agency-provided background materials, standardized psychological testing, a one-on-one clinical interview, and collateral records where applicable. The result is a clear, five- to seven-page, agency-specific report that addresses suitability for the role and states a conclusion.
Public safety and public safety-adjacent professionals, including but not limited to police officers and deputies, corrections and jail deputies, parole and probation officers, community service officers, 911 telecommunicators and dispatchers, firefighters and EMS personnel, court and campus security personnel, and regulatory and enforcement staff. OFRE evaluates for agencies located in Oregon only.
Testing is completed remotely. The clinical interview is remote through a secure, HIPAA-compliant Zoom platform, with in-person interviews available at the Sisters, Oregon office based on scheduling and agency needs. Rural agencies do not need to send a candidate across the state.

Communication is built into the evaluation process. Every OFRE agency has access to a secure Agency Portal that provides real-time updates on each referred candidate, including referral receipt, paperwork completion, testing and interview dates, report-writing status, pending records, and report delivery. The portal also includes a notes section where the evaluator can communicate nonurgent additional information relevant to the candidate’s progress through the evaluation process. Your agency never has to wonder, “What’s the status of the psych?”
