About Mary
Mary Hoisington brings over 15 years in the mental health field and firsthand experience with the demands placed on first responders. Raised in the Seattle area, she spent more than a decade in Los Angeles County, including work as a mental health co-responder with the Los Angeles Police Department, responding alongside officers to 9-1-1 calls involving mental illness, violent behavior, and high-risk situations.
Building Co-Responder Programs
Mary helped develop mental health co-responder programs for the Redondo Beach, Hermosa Beach, and Manhattan Beach Police Departments, integrating mental health expertise directly into law enforcement response. Her work included SWAT call-outs, barricades, and suicide crises, working as part of a team to reach the best outcome available in each situation.
Corrections & Clinical Practice
Her experience extends to corrections, where she provided crisis intervention, assessment, and mental health support at the Deschutes County Adult Jail. She also maintains a private therapy practice, separate from her evaluation work, serving adults and first responders.

Qualifications to Evaluate Oregon Candidates

Licensed and Authorized Under Oregon Rule
Mary Hoisington, LMFT, is a licensed mental health professional under Oregon License T1515 — a category expressly authorized under OAR 259-008-0010(11)(d) and OAR 259-008-0011(10)(d) to conduct pre-employment psychological evaluations for Oregon public safety agencies.
Specialized Evaluation Training
Over roughly two and a half years, Mary completed intensive supervised training and consultation with Kristine Falco, Psy.D., a psychologist with more than 20 years of experience conducting psychological evaluations of public safety professionals and candidates. That training focused on the competencies this work demands: psychological test administration and interpretation, personality assessment, integration of background and collateral information, and evaluation report writing for public safety selection. She continues monthly consultation with Dr. Falco, consults with other leading professionals in police and public safety psychology, and stays current through ongoing training in the field.
Our Services
Oregon First Responder Evaluations (OFRE) provides pre-employment psychological evaluations for more than 50 public safety agencies across Oregon. OFRE delivers comprehensive, timely reports designed to support agencies with clear, informed, and confident hiring decisions. Each evaluation follows a structured process that integrates background information, testing data, interview findings, and other records (as applicable) to identify relevant risk factors and provide an overall suitability opinion aligned with recognized best practices, including the California POST psychological screening dimensions.
In addition to pre-employment evaluations, OFRE also offers Officer-Involved Shooting (OIS) mental health support sessions that comply with ORS 181A.790.

Remote or In-Person
OFRE offers remote clinical interviews, with in-person appointments available based on scheduling and agency needs. Remote testing and interviews are conducted through a secure, HIPAA-compliant Zoom platform, ensuring convenience without compromising confidentiality. In-person interviews are conducted at our office in Sisters, Oregon.
Timely & Comprehensive Reports
OFRE typically schedules candidates within 1 to 2 weeks of receiving an online referral. Following the candidate's clinical interview, OFRE delivers a comprehensive, agency-specific report within 3 business days, ensuring a timely, thorough evaluation process that meets each agency's unique needs.
